How Windsor City Council Votes
Every motion moved, seconded, and decided by Windsor City Council, built from the city's own published meeting minutes — searchable by subject, ward, or councillor.
Individual votes are only recorded in the minutes if a member of council requests a “recorded vote.” If a recorded vote is requested, the Clerk asks each member to state their vote verbally for the record, and it’s recorded in the minutes. If a recorded vote is not requested, it’s simply a show of hands, the majority wins, and it’s recorded as “Carried.”
Windsor's municipal election is October 26, 2026. This page is staying up at least until then, so you can see your councillor's record before you vote.

How this works. Data is compiled from the official Minutes PDF published for each Council meeting. Windsor Council mostly votes by voice/consent — only a fraction of motions had an individually recorded (roll-call) vote; the rest show only the outcome ("Carried"/"Defeated") as recorded in the minutes. Agenda documents (the staff reports behind each item) are linked where the city's own file naming made that possible. This is an independent project, not affiliated with the City of Windsor.
